January 1, 2009 was the IRS' effective date for compliance by churches and ministries that contribute to more than one 403(b) retirement plan. If contributions to more than one retirement plan were made after January 1, 2009 the employer is obligated to fully conform to the administrative and operational provisions of the new regulations.
